Advocacy For Poverty Eradication And Empowerment: Ways Forward For Advocacy Impact Assessment

In this paper, Linda Mayoux examines and builds on advocacy evaluation frameworks such as those used by the U.S. Agency for International Development, the World Bank, the U.K. Department for International Development, and international NGOs.
The paper:

• Reviews the changing definitions and types of advocacy, and the corresponding roles and challenges for impact assessment;
• Looks at various frameworks and indicators which have been proposed for advocacy impact assessment; and
• Examines the challenges posed by competing interests and inherent power relations in the advocacy process.  

It concludes by outlining methodologies which might be used for a grassroots-driven advocacy and assessment process, including how dissemination of impact assessment findings can themselves contribute to pro-poor policy change.
