"Real-life Lessons Learned and Resources in Building Capacity for Advocacy and Policy Evaluation among KIDS COUNT Grantees" The Annie E. Casey Foundation and Organizational Research Services, Inc. recount ten lessons learned from an evaluation of five KIDS COUNT grantees that began in 2007. The evaluation was designed to test some of the ideas presented in "A Guide to Measuring Advocacy and Policy", a report produced by AECF and ORS in 2006. 2008 Civic Engagement Evaluation Assessment and Recommendations for the Field 2008 was a historic year for civic participation in the United States. The Funders’ Committee for Civic Participation (FCCP) brings together grantmakers committed to enhancing democratic participation in all aspects of civic life. Its nearly 80 members comprised of private, public and community foundations collectively contributed scores of millions of dollars to non-partisan civic engagement efforts of all kinds nationwide.

How Can We Help Out Grantees Strengthen Their Capacity for Evaluation? There is a widespread and growing recognition in the nonprofit sector about the importance of evaluation--not only for measuring impact, but also for improving programs and better serving communities. While grantmakers generally see evaluation as necessary, most are not yet investing enough resources in this area. In 2014, nearly three quarters of nonprofits reported that their funders "rarely or never" fund impact measurement costs.

Small Picture, Big Picture: Using the Framework for Public Policy Advocacy in a Large-Scale Advocacy Campaign We were recently tasked with guiding evaluation for a funder's national advocacy campaign, and had to make sense of advocacy data contained in 110 grants. The Challenge of Assessing Policy and Advocacy Activities The paper is designed to outline an approach to policy change evaluation grounded in the experience of experts and foundation colleagues. (See Appendix A for the research methodology.) This paper first posits three key priorities in evaluating policy change work, drawn from interviews with grantees and staff from The California Endowment on their needs concerning policy change evaluation.
